UK state industrial injury benefit for Chlorine and Hydrochloric Acid gasses
I am presently applying for UK state industrial injury benefit on behalf of myself and a number of my co-workers at the same plant. We suffer from asthma which presented around the same time and with the same exposure levels (small exposures every few days with sporadic high doses). We all exhibited various latency periods (between 2 to 11 years) before developing asthma, which to my understanding is indicative of sensitisation.
Unfortunately as Chlorine and Hydrochloric Acid gasses (the gasses responsible) are not on the accepted list of sensitising agents the review panel is tending towards refusing our claim. It is the panel's belief that said gasses are irritant rather than sensitising.
My arguement is that as we all exhibited latency periods we can't be descirbed as suffering form RADS/irritant induced asthma, which develops after one high dose. Fortunately the panel has adjourned the case allowing me a short time to find medical evidence to prove otherwise.

Further to your enquiry you may like to look at the www.bohrf.org and OSHA /NIOSH publications for a detailed description between irritants and sensitising agents.
www.newscientist.com also provides some useful links for asthma related studies.
Hope this helps
